The Government Affairs Committee of the Northeast Combined Heat and Power Initiative provided thirteen specific recommendations to facilitate the market for clean and efficient CHP as an energy solution in Massachusetts. The letter is available from the web. It begins: "Combined Heat and Power (CHP) has provided Massachusetts with economic growth, jobs, clean reliable power, and significant environmental benefits. Given the many advantages of CHP, the large additional potential for heat recovery in the state should be fully harnessed as soon as practicable. Enacting the following 13 policies would help secure the environmental, economic and other benefits of more efficient fuel use in Massachusetts. Seven of the proposals may be initiated early next year, and six likely require legislative action. The initiatives that require legislative action are highlighted separately, and should be included in the administration’s State House priorities."
